There has never been such an exciting time to work for Sandwell Council. We have significant regeneration opportunities across the Borough including £67.4m of Towns Fund monies and the opportunity to bid for a further circa £70m from the Levelling Up Fund, a metro extension creating opportunities for growth, and the arrival shortly of the commonwealth games bringing a wealth of cultural and economic benefits.

A regeneration strategy and pipeline is drafted that sets out multi-million pounds of regeneration opportunities across the borough into a clear and practical plan that will ensure a focus on those opportunities that deliver the greatest impact on Sandwell’s economy and residents. Masterplans are about to be adopted to set the overarching vision for West Bromwich Town Centre and the corridor from Birmingham to Smethwick building on the £600m+ investment in the Midland Metropolitan University Hospital

Sandwell also has a substantial property estate, extending to around £1bn of property assets comprising its operational estate, community assets and its £77m investment portfolio.

We are looking to recruit an experienced Assistant Director for Property, Strategic Assets & Land to lead a team of circa 160 staff and will have overall responsibility for this estate. The post-holder will be the principal adviser on all property asset and commercial matters to the Director, CEO, Cabinet members and Council, delivering all relevant statutory responsibilities including accurate annual valuations as well as ensuring effective facilities management and asset management of the estate, overseeing the delivery of a substantial capital programme, overseeing asset disposals, and providing property support to the extensive regeneration programme.

The Assistant Director will work in collaboration with council teams, partner organisations, and other stakeholders. An understanding of local government decision making and governance and experience of working with elected members and boards is key to this role. 

The successful candidate will hold a professional qualification in a relevant discipline e.g. British Institute of Facilities Management (BIFM) or Royal Institute of Chartered Surveyors (RICS) OR Substantial Property and Regeneration experience at senior level.

You will have significant proven experience including project management, people management, budget management, performance management and best value.

Given the size of our assets we are looking for someone with a track record of leading and managing large property portfolios both at strategic and operational level. You will be expected to lead on one of the Council’s major regeneration projects and will have experience of property transaction and negotiation experience including commercial sale and lease of land and assets.

This role will suit someone who has experience of developing commercial services, with a strong track record of business development and delivering efficiency targets. This means you will need to have knowledge and experience of public procurement and best practice.
