About the role

Capital Projects and Property provides property leadership across Haringey Council and has direct responsibility for the portfolio covering the whole property lifecycle.  The team manages the Councils property portfolio to maximise value, reduce costs and increase returns.  However, working in our team isn’t just about property, it’s about people, the service we deliver enables economic regeneration and the vital services our buildings support.  We also contribute to Council goals such as ‘levelling up’ through acquiring land to support new homes, jobs and public value.

This senior role sits in our Property team which provides professional portfolio management and advice to Councillors [cabinet] and senior stakeholders, giving direction and assurance on all estates issues, by translating Council business strategies into real estate related consequences. This role will ensure the efficient delivery of land for regeneration opportunities within the London Borough of Haringey. You will be joining our talented and highly motivated team to project manage multiple, small and large scale developments.

You will represent the Councils property interests on a variety of development projects – from advising on identifying opportunities to restructure land interests, to releasing land for development or advocating the Council’s interests in the promotion of schemes under development by third parties.  This will include wider regeneration opportunities, such as the High Road West and Wood Green.   Consideration will be required not just for the physical aspects of the built and natural environment, but critically the social, economic and environmental impacts as well.

You will advocate the Property team’s engagement with Economic regeneration, Planning and Housing Colleagues to deliver appropriate masterplans.  You will work closely with internal and external delivery partners and with Council Directors to support and challenge property proposals, where necessary.

You will lead on the acquisition and disposal of development land; seeking to de-risk and demonstrate best practice in capturing land value uplift from our regeneration schemes.  As a senior member of the team you will have direct line management of one surveyor and matrix management of others by project assignment.

You will also support the wider Property team’s work on property asset management, using your commercial insight and property expertise for policy formulation and implementation across the Department.  This could include retail and industrial development, intelligent client to other services, delivering administrative office accommodation. 

About you

You’ll be currently working as a property professional in a private or public-sector organisation linked to property, infrastructure or housing.  you will be used to managing multiple large scale projects and prioritising work whilst always looking for ways to improve and innovate and help to lead and steer Development surveyors within the team.  Whatever your background, if you have the skills, passion and determination we’re looking for then you will be supported to succeed. 

You will have a firm understanding and demonstrable track-record in delivering Development led property projects, maximising returns as well as hold / sell analysis in addition to a thorough understanding of commercial leases A range of experience and a good knowledge of legal negotiations and contracts/agreements.   You will be able to produce quality reports and analysis in tight time constraints. 

You are an effective communicator and negotiator, able to influence others by articulating reasons to gain agreement. You think ahead to identify problems and find solutions, giving direction and communicating confidently. You can inspire others to work towards a long-term goal and recognise wider strategic implications.

You can manage a changing portfolio of projects and priorities with the ability to deliver to tight deadlines, manage teams, prioritise work and adapt your working style to meet the different needs of each client or transaction.  You can work through difficulties and establish a shared way forward.

You will be educated to degree level, have a property related qualification (RICS) or be working towards this with excellent and detailed experience within the industry.  As a property professional you understand and can demonstrate compliance with Statutory, Regulatory and Professional requirements

Responsibilities and Duties

  • Identify key issues, courses of action and projects regarding the planning and development of land and buildings, working with Council colleagues to acquire land in line with Department objectives and de-risking the disposal of development land.
  • Engage and resolve any issues that arise out of the promotion of council projects, including the capturing of wider regeneration benefits, community impacts and leading on negotiation of contracts such as collaboration agreements, transaction agreements and leases
  • Respond quickly to changes in market conditions, organisation requirements and government policies
  • Act as a subject matter expert in all areas of Development, including master planning and commercial strategy, providing strategic advice on complex elements of policy and project implementation
  • Understand the complexity of Land Assembly and methods, including compulsory purchase, which can be used to support the Councils aims.
  • Understand future workstreams, particularly identifying disposal opportunities, and ensure the expected consequences of the business strategy inform the development of the wider Haringey Property Strategy.
  • Create robust business cases to support strategy recommendations; feasibility management, quantifying value creation and other commercial benefits appropriately tailored to departmental objectives. Support progress through Programme / Investment Boards up to Cabinet approval.
  • Develop effective client relationships with our professional advisors and with service teams, Legal and Finance colleagues to present a unified Haringey view.
