The Health and Safety Executive (HSE) is the independent regulator for work-related health and safety. In order to achieve this, we have responsibility for setting the strategy, policy and legal framework for health and safety in Great Britain. We’re currently establishing the new Building Safety Regulator (BSR) with the intention of keeping high-rise buildings safe so people can feel secure in their own homes. Working with residents and industry to make sure everyone has a voice, the BSR will oversee changes to the safety and performance of all buildings and raise industry standards. It will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings, and help ensure tragedies such as Grenfell are consigned to the past.
When you join us in this role, you’ll be fundamental to the success on our new initiatives, and be responsible for the training and development of a new team. Once established, you’ll lead and manage this team as it delivers a range of services including monitoring and auditing the performance of building control bodies, the registration of building control approvers and building inspectors, and overseeing the verification of competence.
You’ll act as a final decision maker within the regulated profession, work that will include the decision to investigate non-compliance with operational standards and professional conduct rules, and the power to invoke disciplinary procedures following breaches of the code of conduct. We’ll also expect you to lead the continuous improvement of professional development for oversight of the regulated profession, ensure the quality of regulatory decision making, and maintain relationships with a range of internal and external stakeholders to influence wider BSR and HSE policy.
To be a success in this role, you’ll be an experienced Building Inspector with a relevant level 6 qualification or equivalent experience, and be willing to undertake an internal training programme. Capable of leading and managing multiple teams across a wide geographic area, and with the confidence to make effective decisions and deal with challenge and scrutiny, you’ll have worked in public facing services that involved partnering and influencing with a range of stakeholders to ensure the delivery of successful outcomes.
In addition, we’ll expect you to have the ability to analyse information to make informed judgements or decisions that could have an impact on residents or construction companies. With the skills to write clear, evidence-based reports, you’ll be capable of communicating with tact, diplomacy and sensitivity when asked to deliver difficult messages to members of the public. You’ll also be a competent user of IT, its application and relevant systems, and be committed to on-going professional development by ensuring that CPD records are kept up to date.
