Job description

The Built Environment and Mineral Surveyors Team (BEAMS) at the Valuation Office Agency has exciting opportunities to join their team of highly enthusiastic and energetic surveyors with a technical aptitude.

Our team comprises chartered surveyors, surveying technicians and researchers from diverse social and economic backgrounds.  

The BEAMS team offers specialist surveying services across government on a range of professional and technical Services. Our work offers variety, as we are responsible for the delivery of surveying services on a range of properties, specialist building structures and their associated attributes, which range in complexity and size.

We are seeking someone who has experience or is willing to gain experience on a range of Building Surveying duties we undertake, such as the inspection of historic buildings, unique and specialist structures ranging from light houses, government buildings, nuclear sites, cement work and more …. 

Our primary services are not limited to, but include Building Pathology, preparation of cost schedules for new build and/or existing properties in relation to disrepair, dilapidations, building condition surveys,  insurance reinstatements,  preparation of schedules for cost assessments and asset valuations.

The  VOA operates a Flexible Working policy, allowing you to balance your work and personal commitments .  For example, you could undertake on some days a longer working day and then work shorter days on others.  VOA also operates hybrid working – your role will be a combination of office and home working.  More information on our flexible working policy can be provided on request.

Responsibilities

Person Specification

  • As a member of the team, your contribution as a Chartered Building Surveyor will include:
  • Providing specialist advice on the cost and repair of buildings, infrastructure, and associated attributes.
  • Appling your knowledge and expertise in building surveying working within the VOA.
  • Preparation of schedules of costs and professional reports
  • Maintaining your knowledge through CPD in areas of legislation, case law, codes of practice and professional standards relevant to your area of expertise as a building surveyor.
  • Manage and mitigating risks and issues, ensuring timely escalation to senior colleagues.
  • Managing and supporting the delivery or single jobs or projects to ensure time cost and quality deliverables are met.
  • On occasions you may be called upon to Act as an expert witness at Valuation Tribunal and other courts as required (Training and support in appearing as an expert witness will be provided).
  • Provide mentoring, technical advice and training to support graduates on their APC pathways and to support the development of others within the immediate team or wider agency as required.
  • Travel and overnight stays away from home are necessary to facilitate work delivery, we are reasonable with our expectations and provide flexible working arrangements to support this need.

Essential Requirements

  • MRICS/FRICS qualified Building Surveyor with a personal and professional dedication to your ongoing development.
  • Good technical knowledge and expertise in the field of building surveying.
  • Able to use your professional expertise, legislation, case law and codes of practice to make informed decisions.
  • Lead, motivate and inspire others to deliver results, including sharing your professional knowledge to help others develop.
  • Have excellent interpersonal and communication skills and be able to deal with a wide range of customers, and partners.
  • Demonstrate strong analytical and judgement skills by interpreting a range of evidence to provide relevant advice and reach sound conclusions.
  • Good report writing and presentational skill.
  • Able to undertake site visits and occasional overnight stays; together with travel to other VOA locations being part of a dispersed National Team.
  • A full valid driving licence. 
  • Good skills level in the use of common software applications, such as Microsoft 365; Microsoft Teams, Word and Excel. A willingness to learn new software and VOA IT systems, training will be provided.
  • Good communication skills and the ability to work alone or as part of a team.
  • Knowledge of industry Measurement standards and practice.

Desirable Requirements

  • 1 year plus PQE or Pre-Qualification Experience.
  • Relevant experience of the commercial and economic environment within your specific surveying discipline.
  • Experience of managing a team of professionals to deliver a task.

Licences

Driving Licence - Some sites are difficult to access via public transport and therefore a full UK Driving Licence is essential to the role.   • Technical questions will be based from your CV using the Government Property Profession framework.
