Development Manager – Essex Renewal Fund

The Opportunity
The Essex Renewal Fund (ERF) is a revolving investment fund for complex land and property projects, and supports the Council’s commitments to good jobs, future growth and investment, green growth and levelling up the economy. Over the next 20 years, the Fund aims to invest over £100m, supporting 1,500 jobs and bringing to market enough land to deliver 1,000 new homes.
When you join us in this role you’ll be responsible for maximising the financial and non-financial benefits of ERF projects. You’ll lead on land buying, secure planning and other consents, negotiate funding, promotion and development agreements, and appoint and contract manage design and technical consultants. You’ll also advise on the market-facing aspects of scheme development, and oversee sales and marketing for lettings and disposals.
You’ll be supported by an investment and lettings management firm, will direct multi-disciplinary professional teams including real estate consultants, and work closely with ERF’s in-house project manager, economist and programme coordinators.
Accountabilities
Promote health and safety, environmental sustainability and quality management in a positive and constructive manner.
Lead on appraising land for acquisition, assess the nature and extent of market failures to support business case development, and lead on securing planning and other consents.
Lead on the negotiation of funding, promotion and development agreements, supporting ECC’s Legal and Finance teams to complete transactions.
Lead on appointing and contract managing design and technical consultants during RIBA Stages 0 to 2.
Advise on the market-facing aspects of scheme development, ensure that premises meet occupier needs to maximise financial and non-financial outcomes, and oversee sales and marketing for lettings and disposals.
Ensure that internal and external colleagues are clear of their direction, and role model behaviours to ensure that teams are highly motivated and productive to deliver successful outcomes.
Ensure that strong budgetary control and financial management is undertaken throughout your areas of responsibility, and produce robust evidence of progress, efficiency and value for money.
Proactively identify and manage risks, prioritising what is most important and urgent.
Reflect on project performance, draw insights and apply lessons learned to ensure continuous improvement, and represent ECC credibly when liaising with stakeholders
The Experience You Will Bring
• An appropriate professional qualification relevant to the field of real estate, or equivalent experience
• Extensive experience of the development management of land and property projects, with a strong track record of progressing schemes from inception through to planning consent
• Proven experience of land buying, securing planning and other consents, and negotiating funding, promotion and development agreements
• Proven experience of appointing and contract managing design and technical consultants during RIBA Stages 0 to 2
• Proven experience of advising on market-facing aspects of scheme development, financial appraisal, risk management and monitoring and reporting
• A sound understanding of market failure, environmental sustainability, the legal and financial requirements to complete land and property transactions, occupier needs, and sales and marketing for lettings and disposals
• Excellent written and verbal communication, interpersonal, negotiation and listening skill
• Evidence of continuing professional development
• An appreciation of economic development, place-based regeneration and the public sector’s role in securing positive outcomes for residents and businesses would be preferred but is not essential
