A bit about the role...

You will play a critical role in the provision of planning and enabling expertise to help de-risk and unlock a variety of delivery obstacles, in order to increase and accelerate the supply of new homes across Homes England’s land portfolio in the south of England.

You will be responsible for the delivery of a range of projects and sites, that are at various stages of the planning process (pre-allocation, allocated, already consented), in order to provide technical knowledge and expertise to de-risk land, secure planning certainty and the delivery of key infrastructure.

Your role may include, for example: preparing planning and technical briefs to instruct consultants; preparing representations and promoting sites through the Local Plan process; project managing technical inhouse and consultant inputs in order to prepare and submit planning applications for new homes and infrastructure.  The ability to technically appraise this information prior to submission, as well as positively engaging with Local Planning Authorities to negotiate proportionate planning conditions and s106 Agreements is key to effective deliverability.

You will also be required to provide technical and planning strategy advice when working with colleagues leading potential acquisitions.  The role requires close working with colleagues in our disposal team to ensure de-risking work and planning permissions are viable, deliverable and attractive to the market.  An ability to work collaboratively with others is key to success in this role.  You will also be required to prepare and present de-risking and planning strategies, through the execution of high-quality approval papers.

You will be joining our experienced and growing team Southern Development team, that is committed to the delivery of Homes England’s mission and objectives.

This is a rare chance to shape the future delivery of often complex and interesting sites in the South of England in a fast growing, national organisation with real social purpose.

A bit about you…

As a creative and collaborative property professional, with significant experience within the planning industry of securing planning permissions and de-risking sites for residential development purposes, and of working with public and private sector partners in order to do so, you’ll be used to managing multiple projects and prioritising work whilst always looking for ways to improve and innovate.

Educated to degree level or equivalent with significant experience within the property development industry and desirably with a recognised professional qualification (e.g., MRICS, MRTPI), you will possess excellent knowledge of the development process, pre-acquisition, land transactions, de-risking, development economics and viability appraisals, as well as an in depth knowledge of the planning process and related policy and legislation.

You will have an excellent insight of the marketplace and of the house builder sector and a thorough understanding of the components of high-quality development and detailed knowledge of the planning process, and related policy and legislation with a focus on accelerated delivery.

Delivering on a mission as bold as ours isn’t always easy. You will have excellent communication skills and be resilient and comfortable in managing stakeholders at a senior level and your discussions will always be shaped by a strong understanding of the commercial and operational impact of what we do as a team.  You will have the ability to mediate and negotiate outcomes between parties to resolve difficult issues, displaying an influential & assertive approach whilst maintaining positive working relationships with internal and external partners.

You will be ambitious, striving to exceed targets and continually improve. You will be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way whilst seeking to inspire and encourage team members and nurture junior staff.

Who are we?

We are the Government’s national housing agency. Our role is to accelerate the pace of housebuilding across the country, particularly in areas where there are the most serious affordability issues – meaning people are struggling to find homes.

We have the appetite, influence, expertise, and resources to drive positive market change and meet the Government’s ambition to deliver 300,000 new homes a year. We are using our land, influence, funds, and knowledge to increase the pace, scale and quality of new homes accelerating delivery in areas of greatest demand and helping create great places to live. Within the next few years, we will have invested over £27 billion across our programmes. To deliver against these aims we are building a different kind of public service - join us to help make this happen.

What we offer...

Company

Homes England is the new national housing agency, recently launched to play a major role in fixing the housing market and enabling delivery of homes that our country needs.

Homes England brings together land, money, expertise, and planning & compulsory purchase powers, with a clear remit to facilitate delivery of sufficient new homes, where they are most needed, to deliver a sustained improvement in affordability.  We work locally in individual communities to help meet local priorities.

We invest mostly in building new homes, but also in creating employment floor space and other community facilities, in cities, towns and villages across the country. The homes we fund include affordable homes for rent and sale, and homes for rent or sale at market prices. Our investment helps build around half of all new homes built in England each year. It also helps increase local growth by creating jobs and supporting businesses.

We own public land, which we sell to house builders and others. This is one of the ways in which we overcome barriers to development and help increase the speed with which house builders can build new homes.

Homes England is an executive non-departmental public body, sponsored by the Ministry of Housing, Communities & Local Government.

Homes England was launched by the Secretary of State on 11 January 2018. Homes England is the trading name of Homes and Communities Agency. To find out more about what we do please visit: www.gov.uk/government/organisations/homes-England.
