We are looking for a Project controls manager to support project teams working on pharmaceutical sites and in our client’s support offices. Our planning function supports project teams working at various high profile client sites giving our Project controls manager a diverse and exciting workload. By the very nature of the projects, you will be expected to deliver planning activities/functions on site for the Client and form part of a team approach to project delivery.

The Project Controls Manager typically reports to the Project Manager and takes responsibility for the post award Contract Administration activities.

The Project Controls Manager is usually appointed during the Concept Select stage in readiness for the contracting and procurement strategy development and subsequent bidding and award activities.

The Project Controls Manager’s primary function is to monitor and appraise the performance of all the contractors on cost and schedule and to liaise with the Project Manager and contractors to ensure corrective actions are taken.

Key Responsibilities:

  • Evaluate the contractor’s cost and schedule organisation.
  • Reviewing contractor estimates and schedules.
  • Appraise in detail the cost and progress reporting, analysis, and forecasting performance of the contractor.
  • With other team members ensure the appropriate corrective actions are taken by the contractor.
  • Reporting and analysing cost and schedule trends for items for which GSK are responsible.
  • Co-ordinating the project schedule implementation and control with activities for which GSK is responsible, including key Benefits Management of Business Change activities.
  • Preparation of cost and progress sections of the Project Managers Monthly reports.
  • Responding to cost and schedule related queries from the Project Manager or the Project Sponsor, including change control.
  • Reviewing contractors estimates for alternate design studies.
  • Reviewing contractor estimates for change control and maintaining a running record of their impact on the current cost outlook.
  • Managing and reporting on project change control.

Planning (P6 used) -

  • Oversight of planning team (2 personnel).
  • Input to interactive planning sessions to help develop logic within plan.
  • Interrogation of plan when required (sound logic, accurate resource, constraints etc.).
  • Review and analysis of contractor’s progress (including EVA to advise forecasts within schedule).
  • Review, input and analysis of planning reports (histograms, variance reports, S curves and attainment).
  • Highlighting any threats, risks or issues associated with achieving the plan.
  • Advising planners of change.
  • Facilitating design and construction planning/progress meetings.

Estimating -

  • Compiling estimates for the project at each stage of the life cycle including estimate used for project sanction along with estimate plans and basis.
  • Estimating value of change as the project progresses.
  • Estimate review(s) - reviewing contractor / supplier estimates for validity and to ensure robust cost forecasts.
  • Estimating of forecast costs to complete to aid cost reporting.
  • Estimating of workhours within work packages (design and construction) to ensure schedule is resource loaded.

Benchmarking -

  • Benchmarking of estimates (engineering, construction) etc. to ensure value and validity for overall estimate and cost forecasts.
  • Compilation of as built estimates to provide future benchmarking.

Cost Control/Management -

  • Compilation of monthly cost reports using financial data from SAP for commitments and expenditure and forecast to complete from estimating and earned value analysis where applicable.
  • Review and approval of contractor’s monthly application for payment (including remeasure).
  • Review and approval of contractor change (assessment of value and content).
  • Liaison with procurement to expedite commitment to be raised.
  • Advising project manager of any deviations from budget, trends or actions needed to refine costs.
  • Liaison with finance team around intercompany charges and journals.

Contract Administration (NEC3 and 4) -

  • Aiding administers contract administration system (Sypro).
  • Assessing contractors estimates, applications for payment and change.
  • Categorisation of contractor change to assess for trends and potential improvements.
  • General point of contact for contractors.
