Job summary

Do you want a lead role in a programme that is contributing to key Government policy including levelling up, economic recovery and helping communities to build back better? Are you a property professional who wants to make a difference? If so, we’re looking for a Senior Partnerships Manager in the One Public Estate programme.

One Public Estate (OPE) is jointly delivered by the Office of Government Property (OGP) in the Cabinet Office and the Local Government Association (LGA). It supports cross-public sector working to deliver ambitious property-led projects that create local economic growth, integrate public services and drive efficiency savings. We take a place-based approach, supporting projects that make a difference for local communities, and we support the delivery of the Government Estate Strategy.

In this role, you will shape the programme’s regional activity and its engagement across both local and central Government. As a member of the programme’s Senior Leadership Team, you will shape the future of the programme and its role across the Government Property Function. You will join at a key time as the programme looks to bring about policy and system change and strengthen our partnership working across the public sector.

Job description

You will lead the regional activity of the One Public Estate programme. This will include engaging at senior levels with Government Departments, Local Authorities, and Arms Length Bodies to agree how we can best work together to support shared national and local priorities; to act as a neutral broker between national and local partners to unlock progress on projects; and support both OPE programme, OGP and Government Property Function priorities. The role would therefore suit someone used to operating at senior levels, with excellent communication and influencing skills.

The job holder will lead on the interaction between central and local government relating to strategic asset management, unlocking land for housing and place shaping, amongst other things. They will be responsible for the shaping of opportunities, and for making recommendations for funding and grant allocation to ministers using their professional knowledge and expertise.

The Senior Partnerships Manager will lead a team of Regional Programme Managers, who cover programme activity within England. You will set the direction across the team and strike a balance between consistency across the programme and regional ways of working.

You will also work closely with others across the Office of Government Property and contribute to the wider work of the Government Property Function. This includes acting as a integral part of translating high-level Government priorities into practical delivery options to maximise the impact of the programme and its role in transforming places and public services.

Specific responsibilities of the role include, but aren’t limited to:

  • Leading and line managing Regional Programme Managers from a national programme perspective (RPMs have responsibility for engaging with a specific region, i.e. South West, North West, London etc.)
  • Engaging at senior levels with Government Departments, Local Authorities, Arms Length Bodies and OPE partnerships
  • Ensuring the regional teams have clear direction and forward planning for its partnerships, which include a variety of public sector partners
  • Directing work with Government Departments to support Government Property Function, Office of Government Property and One Public Estate programme priorities, looking for opportunities to support agendas such as service co-location and integration, efficiencies and delivery of Strategic Asset Management Plans
  • Acting as an honest broker between partners to unlock progress where there is an impasse, using their understanding of partner organisations, the property system, operational/system barriers and opportunities to identify a way forward
  • Influencing senior stakeholders and playing a key role in supporting wider OGP projects/themes, such as Place Pilots, Places for Growth, Government Hubs and better use of public sector property data
  • Ensuring an effective regional team network that supports the programme to deliver benefits of £930m capital receipts, £195m running cost savings, 60,000 jobs and land released for 41,500 new homes by March 2024
  • Leading work on aspects of future programme development, such as changes in assessment criteria to better support Levelling Up, and changes to the funding model with a higher level of grants repaid and recycled into projects

Aligned to wider OGP policy, the post holder will work in a hybrid environment with some homeworking, some office-based working, and occasional travel.
