Job Description


  • To lead Corporate Property Projects and to provide professional support and advice to all Major Council Projects from a property perspective.
  • To devise a stakeholder management programme and implement this programme.
  • To devise and implement a comprehensive Asset Review program to cover all of The Council's property assets, to review/ improve property performance and to make recommendations about whether the council should retain or dispose of property.
  • Devise, benchmark and capture relevant property statistics
  • To undertake valuations and deal with all types of property transactions coming forward as a result of the rolling Asset Review program.
  • To take a lead in developing core Corporate Property Strategies for use and development of the Corporate Property Portfolio. To implement these strategies and improve the efficiency, robustness and value of the Corporate Property Portfolio including key milestone, timings, costs and KPIs.
  • Provide Corporate Property input into broader Council initiatives/workstreams including the refresh of the Local Plan, Public Health Programmes, Regeneration/Economic Development activity, Community Hubs, the Academy Programme, Housing Development and Estate Regeneration.
  • Where required to identify, appoint and supervise external service providers providing additional Asset Review expertise and/or resource
  • With the support of the Strategic Lead for Property articulate the findings and progress to the Council Stakeholders and attend the Strategic and Operational Property Boards.
  • Provide reports and briefings as required for Members (including through the Member Property Working Group), the Portfolio Holder and relevant Overview and Scrutiny Committees, Cabinet and Full Council.
  • To project manage staff engaged in projects and to ensure successful delivery of each programme of works and ensuring high quality collaborative working with 3rd
  • Assist in the formulation, and help gain acceptance for, the implementation of the Council's property strategy and other strategic property initiatives
  • To work closely across directorates ensuring that all Directorate's fundamental property needs and strategies are met and implemented.
  • To promote, facilitate and assist in the development and implementation of a customer orientated philosophy towards the provision of the Council's services, ensuring compliance with all relevant Council policies, statutes and regulations.

    • Ability to fulfil the travel requirements of the role.

    Pay rates:

    • The rate is dependent on candidate experience
    • Weekly pay
