The Estates team is responsible for managing and overseeing the delivery of an annual maintenance programme of circa £2m; managing the delivery of refurbishment of historic buildings from inception/potentials stage through to completion/handover with budgets ranging from circa £500k-£4million; and for managing a let estate portfolio mainly comprising a range of residential and commercial properties across the UK.  The let estate team are also responsible for overseeing the management and upkeep of our sites, gardens and wider landscaping.

The Principal Quantity Surveyor role is a new and wide-ranging role for the Trust.  The post holder will have gained relevant knowledge and experience working in the conservation sector either in a similar charitable organisation or within private practice.  Based at our beautiful offices in Shottesbrooke this role offers an exciting career opportunity for an experienced professional who has an excellent track record of financial and programme management of historic building restoration, maintenance, and repair work within a professional team.

This is a part time role 21 - 28 hours a week to be agreed at offer stage, salary and benefits will be prorated accordingly. The role will be based at Shottesbrooke with opportunity of hybrid working or fully remote for the right candidate.

Key Accountabilities

Conservation and Maintenance

  • Lead on the management and setting of the annual maintenance budget monitoring overall spend and forecast for the year against budget lines Lead on working towards a rolling 3-year programme for all regions based on property data (QI’s, statutory compliance reports, customer feedback) Lead on setting annual funding allocation for all budget lines Lead on improving forecast around maintenance and repairs spend per property/region Assist regional surveyors with procurement for major upgrades/fabric repair works Lead in preparing outline budget estimates for renewable energy schemes across the estate Assist and support the regional surveyors with appropriate building contracts Lead on undertaking property cost analysis for ongoing for repair and maintenance against loss of revenue working closely with Operations and the finance department

Potentials

  • Lead in preparing initial budget estimates and options for new buildings under consideration as future Landmark properties Present financial reports, options, costings and recommendations in an accessible way to aid decision-making Assist in-house project surveyors with identifying key risks and provide general guidance on early feasibility tasks Provide post-occupancy advice including maintenance and life cycle costing advice

Project Management

  • Practical knowledge of project management processes Provide preliminary cost advice and project design estimates Provide financial oversight of project programmes, budgets, and risk management Provide oversight of project cost trackers Assist in-house project surveyors with procurement and appointment of design team consultants   Assist in-house project surveyors with financial project support as required Provide in-house project surveyors with advice and guidance with contractual or project disputes as required.

Let Estate

  • Provide strategic financial advice to the Land and Property team on new properties to maximise letting revenue including investment appraisal, life cycle costing, value engineering, programming and risk analysis Provide financial advice to ensure existing commercial and residential let properties are managed in accordance with contract financial rules and regulations. Lead on setting annual funding allocation  Lead on financially reviewing the let estate QI’s and providing a 3-year budgeted forward plan based on need. Assist Let estate team with procurement and appointment of consultants and contractors to oversee refurbishment works

General

  • Provide strategic advice on balancing certainty and risk (time, quality, cost, reputation) to ascertain best solutions for benefit of Landmark. Control exposure to contractual and financial risk in construction projects across Landmark Provide a lead role in the management of contractual risk Provide advice on the settlement of any contractual claims and disputes Assist with the preparation of grant bids and claims as required. Develop procurement strategies that allow innovative ways to engage with suppliers whilst protecting Landmark’s interests. Review consultancy and contractor framework agreements for regional teams as necessary to assist with providing best value for Landmark Manage and work with insurance companies and loss adjusters in the evaluation and settlement of any building related claims. Setting and drafting construction procurement strategies and policies, guidelines, templates, governance to allow colleagues to procedure in accordance with best professional practice. Maintain awareness of developments of industry best practice, standards and initiatives To undertake any other duties as may be reasonably required in the post.
