Who we are
We are the Government’s national housing agency. Our role is to accelerate the pace of housebuilding across the country, both in areas where there are the most serious affordability issues – meaning people are struggling to find homes – and where housing can make a meaningful contribution to levelling up the country.
We have the appetite, influence, expertise, and resources to drive positive market change and meet the Government’s ambition to deliver 300,000 new homes a year. We are using our investment funds, land assets and market influence and knowledge to increase the pace, scale, and quality of new homes, accelerating delivery in areas of greatest demand and helping create great places to live. Over the next few years, we will have invested over £27 billion across our programmes since our inception in 2018. This is an exciting time to join Homes England, the government’s housing delivery Agency. The government has put housing at the heart of its agenda and the Agency is at the forefront of that commitment with a mission to intervene in the market to ensure more homes are built in areas of greatest need to improve affordability. Homes England will make this sustainable by creating a more resilient and diverse housing market, with a focus on quality.
To help achieve this aim, government has committed over £20 billion of capital invested and managed through Homes England. This includes direct lending, equity investment, guarantees, land assembly and the biggest affordable home building programme in a generation alongside unprecedented initiatives to open the market and regenerate places. The Agency is undergoing meaningful change to position itself to meet the challenge and deliver on behalf of government and the role of the Director, Origination is at the forefront to lead and deliver this ambition.
This is a unique opportunity to lead strategic delivery for an ambitious government agency currently reporting into the Chief Investment Officer (we are currently considering our structure best serves the agency’s evolving objectives). As a member of the Agency’s Senior Leadership Team, you will contribute, shape, participate and engage in the successful delivery of the Homes England strategic direction, and the investment policies and business plan for the Agency.
Through effective leadership of a highly capable team, you will be directly responsible for delivering the agency’s debt ambitions, deployed out of the flagship £2bn Levelling Up Home Building Fund which is tasked to deliver up to 42,000 new homes and unlock a further 9,300 homes, accelerating housing delivery, whilst supporting diversification, innovation, and capacity in the market.
Supporting the Government’s housing agenda, as the Director, Loan Origination you will be responsible for leading our established teams to develop, originate and deliver a portfolio of loan products to help strategic place makers and low to medium volume housebuilders face into the challenges of evolving lender appetite for the sector. Acting either directly or indirectly through our lender alliances, we seek to bridge gaps through our funding interventions and increase the supply of liquidity to the market by sharing risk exposure and facilitate lending that would otherwise not happen, supporting the delivery of much needed additional homes by new entrants as well as established developers and growing SMEs.
Our strategy seeks to support a more resilient and productive supply chain through finance for new entrants and digitally enabled manufacture (modern methods of construction) and providing funding to unlock and accelerate strategic delivery of new homes and places through longer term infrastructure finance.
But this is not just about money, we want to sponsor real change in the ability of our customers to grow and realise their ambitions. We want to support the development of new entrants, SMEs, and established businesses alike to make the most of their capital and encourage diversity and resilience in the residential development sector.
A critical part of this role is ensuring national investment and housebuilding targets are achieved through Homes England’s lending activity, delivering to business plan budgets and within the required timescales.
Building and maintaining strategic and effective relationships with trade organisations (Homebuilders Federation and Federation of Master Builders amongst others), senior officials in DLUHC and HM Treasury, and the wider Development sector is a crucial element of the role. Understanding the dynamics of the marketplace, and where there is failure in the provision of support to the sector by market players informs the strategic direction of the agency, including the targeting of our funds through new products and sub-sectors.
We are looking for a Director, Loan Origination to lead a team of c50 committed lending professionals, bringing relevant experience and knowledge of the residential and commercial real estate sectors. You will have a proven ability to motivate and lead teams in a real estate investment and lending environment, delivering effective support for both SME’s and institutional borrowers alike.
Your demonstrable leadership ability and strategic business planning skills will be essential to your success in this role. You will have an established network in the sector and be effective engaging with market makers and managing relationships at a senior level in the sector. You will need to be proficient in building trust and effective relationships with stakeholders across the agency and Government.
You will have a strong record of delivering results and business plans, within an agreed risk framework and meeting expectations of senior stakeholders, whilst working on strategic and complex project delivery by the public and/or private sector will also be important.
Experience of managing and delivering organisational change in a complex and challenging environment and leading professional multi-disciplined teams. You will be comfortable proactively identifying strategic opportunities for collaboration, engagement, resourcing and providing funding needs.

We are hybrid working now; The successful candidate can be based in London or one of our other principle national offices, with travel to all offices, partner locations and sites expected on a regular basis.

We invest mostly in building new homes, but also in creating employment floor space and other community facilities, in cities, towns and villages across the country. The homes we fund include affordable homes for rent and sale, and homes for rent or sale at market prices. Our investment helps build around half of all new homes built in England each year. It also helps increase local growth by creating jobs and supporting businesses.
We own public land, which we sell to house builders and others. This is one of the ways in which we overcome barriers to development and help increase the speed with which house builders can build new homes.
