With a diverse and growing population, Bristol is regularly voted one of the best places to live in the UK - and we need to deliver more homes to tackle the crisis of housing affordability and supply that the city faces.

Bristol City Council is embarking on its biggest affordable housing delivery drive for decades. We have launched our Project 1000 Affordable Housing Delivery Plan 2022-25 and are aiming to achieve the completion of 1000 Affordable Homes in the city a year from 2024. Alongside delivery through our Registered Provider Partners and own housing development company, Goram Homes, the Council also has ambitious council house building plans, both through direct delivery and acquisitions from external developers.

What will I be doing?

You will support and manage part of the council's new build development programme focusing on the Acquisition and construction of new homes from our partners for the provision of new council housing

You’ll undertake a variety of responsibilities to support the delivery of the Council’s new build affordable housing programme. Your role will focus on leading a small team through the acquisition of affordable homes from other providers, including Goram Homes. This will include negotiating development agreements, working with an Employers Agent to manage construction contracts in the region of £5M - £30M through construction, completion and defects, and successful handover of the homes to the client to deliver new affordable homes across the city.

You will fulfill the Council’s strategic priorities you will work with the Mayor’s Office, Cabinet Member for Housing, funders and developers (including Goram Homes and their development partners), to develop and deliver schemes which achieve local objectives. You’ll also be involved in the procurement and management of consultants and managing development agreements with developers, whilst achieving best value.

What do I need to have?

If you have a passion for housing development and experience of negotiating with developers to agree and manage development agreements to build and acquire homes, and the experience to oversee and managed the construction of the new homes, we would welcome an application from you. Ideally, you’ll have a relevant professional qualification along with the demonstrable housing development, construction and project management experience required to successfully manage a developer-led housing programme.

It would be beneficial for you to have relevant experience of working within a Local Authority, housing association, or other housing development role. Along with good budget and people management skills you’ll bring a track record of successful partnership working with a range of stakeholders to deliver major capital projects. You’ll also have a thorough understanding of the policy context within which Local Authorities, housing associations and other developers are operating and how these polices impact on the delivery of housing.
