An exciting opportunity has come about for a Strategic HSQE /  Estates Manager to join an established and expanding team, based in Warwickshire (West Midlands)

The Person

  • Membership of IOSH (CMIOSH) and IWFM or equivalent health and safety / Facilities Management qualification(s)
  • Degree and or relevant experience relating to Construction, Surveying, Engineering or Architecture.
  • Project Management qualification(s) or ability to evidence in applying effective Project Management methodologies within an Estates capacity

Main Responsibilities

  • Define, maintain, and deliver a rolling 5–10-year Health and Safety, Quality Environmental, Security and Estates Asset Management strategy. 
  • Provide ongoing updates and deliver presentations in connection to a rolling strategic 5–10 year HSQE and estates plans, as well as relevant operational HSQE and facilities matters.
  • Ensure value for money through long term financial planning to deliver prioritised improvements across the Estate portfolio.
  • Set strategic direction and provide expert oversight over the estates project management team on material capital projects. This includes building surveys, planning permission, tender documentation, contract management, cost control, risk management and liaison with external consultants.
  • Provide expert oversight over the estates project management team on all planning activities, including new facilities, extensions, refurbishments and other changes to facilities.
  • Where appropriate negotiate contracts and drive costs down to ensure value for money and provide effective supply chain management.
  • Accountability for overall capital and revenue related estates projects
  • Working closely with the contracts and procurement teams
  • Regular review of the HSQE and estates delivery model
  • Ensure full compliance with all public sector legislation.
  • Identity risks and implement mitigations across all areas of responsibility.

Key Experience

  • Strategy setting within an HSQE and estate context.
  • Complex estates change management, planning and implementation within a specialist estate.
  • Design and Project Management of a diverse range of construction projects including new building and refurbishments, as well as utilising varied construction contracts i.e. JCT / NEC4
  • Project Management of significant scale estates change / budget management
  • Extensive Facilities Management experience / Estate Management services within a complex organisation.
