Starting salary is £41,496 (Level One) rising to £43,516 (Level Two) on the first year anniversary, subject to satisfactory completion of a probation period (pro rata for part time workers).

The Council has a significant and varied property portfolio consisting of commercial, operation and investment assets valued at over £1bn. The Property function plays a key role in delivering our income aspirations, leads on strategies linked to its operational portfolio, and supports significant regeneration projects. As part of the Council’s transformation journey we are also in the process of implementing the Corporate Landlord model to ensure more effective and efficient management of our estate.

What we’re looking for

When you join us in this role you’ll be a member of the team providing the delivery of holistic asset and property management activities. Supporting our Principal Surveyors in driving the Council’s commercial asset priorities to improve the performance of our property portfolio, your work will include providing professional property advice and expertise to colleagues and supporting the Council’s property disposal, acquisition and asset valuation programme and wider regeneration ambitions.

Other responsibilities will include undertaking estate management duties and dealing with day-to-day estate management issues with respect to an identified portfolio of Council assets. These duties will involve the recovery of arrears, undertaking inspections, tenant liaison and ensuring tenant compliance, asset management, and negotiation with occupiers, purchasers and developers. You’ll also identify revenue and capital generating opportunities, and engage in the planning, delivery and review of the commercial portfolio.

What you’ll bring to the role

An MRICS with relevant post-qualification experience, you will have drive, motivation and be ready to deliver against challenging objectives while working to develop a culture of collaboration. With the confidence and ability to put forward ideas for change, you will have worked successfully in partnership across different sectors and be capable of identifying problems and working to create solutions.

It's essential that you understand the equality, diversity and inclusion challenges faced by our workforce and the people of the city, and in addition to knowledge of the law and the valuation practices required in managing a mixed property portfolio, you’ll have experience of delivering multi-disciplinary property projects. Resilient, diplomatic and calm under pressure, you’ll have a good working knowledge of valuation, estate management and negotiation and the ability to analyse property issues, identify solutions and recommend appropriate action.
