A bit about the role...

Working in a team led by Mike Goulding, Development Director for the Central region and staff within the team, the Head of Planning and Enabling will play a critical role in the strategic preparation of a variety of sites for the development market. You will be leading a multi-disciplinary team of planning and project management professionals together with the other Heads of Team with responsibility for all aspects of planning appraisal and risk management work, the key focus of this specific role is on enabling, the letting of large demolition, remediation and large infrastructure projects work collaboratively with the Centre of Excellence.

The development team is committed to provide high quality in-house expertise and it is very important to approach difficult and complex sites with the objective of creating practical and highly deliverable strategic solutions. The team must always be prepared to ensure that development solutions are focused clearly on the market and commercial expertise and innovation is a key requirement.

It is also very important to work collaboratively with other teams in Homes England to create strategic solutions and also work in close partnership with all external partners in the development sector and with County and Local Authorities. The Development Directorate is committed to ensuring that diversity is at the centre of team activity to improve productivity and performance in all aspects of its work.

Working with key stakeholders and other professionals in the team and across the organisation you will ensure efficient, consistent and effective site development solutions, including high quality and sustainable planning advice and long term and appropriate place making.

 

A bit about you…

We require a highly experienced professional project manager with a track record of leading a team to deliver highly complex planning and technical solutions for a variety of development sites across the Central England Region and ranging in size from approximately 100 new homes to large strategic sites with the capability of delivering up to 5000 new homes.

Educated to degree level in a relevant subject and/or possessing an appropriate professional qualification (e.g. RTPI / RICS etc), you will be experienced in leading a team in the preparation of all relevant planning approval processes including the drafting of papers, detailed risk analysis, value for money assessments and detailed planning reports and appraisals.

The position requires a high level of performance and focus on quality with clear business planning targets to be achieved and a commitment to innovate and improve the pace of delivery wherever possible.

The job requires a high level of resilience and forward thinking and ability to manage positive working relationships at senior level both within Homes England and in partner organisations at Director and Chief Executive level. It is particularly important to have a clear understanding of the commercial and operational impact of the site development work ability to represent Homes England confidently and professionally in meetings with external groups, particularly community based organisations and Local Authorities.

As an experienced planning and/or enabling professional with a background in project management with experience of tendering and managing large scale contracts, you will be confident to motivate and lead a team with specific performance objectives to be achieved within the required timescales. This will require working in a highly collaborative, positive and inclusive way with due respect for the opinions and views of partner organisations. The job also requires a very clear sense of purpose to confidently negotiate and achieve the required site specific planning outcomes to deliver highly sustainable and long term development solutions.
