A bit about the role...

Working as part of the Infrastructure Funding Senior Management team, headed by Pauline Schaffer, Director of Infrastructure Funding, the Head of Transactions (South) will play a key role in overseeing and managing the development of transactions and contracting of Homes England grant funded projects.

You will be responsible for leading and supporting a team of Transaction Senior Managers and Managers to carry out transaction structuring, technical due diligence work, drafting approval papers and contracting activity for grant funding agreements. You will also work with key partners, primarily Local Authorities, other public bodies and the private sector to review opportunities and constructively check and challenge proposals.  The projects will vary in size, amount and complexity, ensuring fresh and exciting challenges which will require innovative thought and creativity to deliver.

You will work with the Assistant Director of Infrastructure Grants, Duncan Innes and collaboratively across the Infrastructure Grants, MPP (Markets, Partners and Places), and wider Investment teams and work closely with the Head of North, Nick Kelly, to achieve common objectives within the national team.  The team you are joining is friendly, talented and experienced and is committed to making positive change in the delivery of homes.

We are dedicated to delivering a first-class customer service, resolving internal and external stakeholder issues informally wherever possible, taking an innovative and creative approach to transactions and project delivery. We value diversity in experience and perspective to foster good decision making and problem solving within our team.

The role offers an excellent opportunity to actively support and guide the use of public funds to help shape the delivery of infrastructure and unlock homes within a growing national organisation with real social purpose. Working with key stakeholders and a multi-skilled professional team, you will ensure efficient, consistent and effective resolution of day-to-day issues and will have the opportunity to help create and develop a diverse team of colleagues to support in the complex challenges and rewards of the role.

A bit about you…

Whilst our day job is to deliver first class customer service to our stakeholders including Local Authorities, you will be used to "spinning several plates" at once and will always be looking for ways to improve and innovate.

Educated to degree level or possessing equivalent experience you will desirably hold a relevant professional qualification (RICS, RTPI, ACCA etc). You will be experienced and comfortable in supporting both senior team members and regional teams with complex issues including structuring funding support for residential led development projects, technical due diligence, development of projects and grant funding agreement contracts, aiming to support the delivery of first-class projects. You will be proficient in multiple stakeholder management, line managing teams and have appropriate technical skills.

Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as a grant funding team. You will enjoy working in an innovative, fun and engaging way and be able to negotiate and persuade.

As an experienced Surveyor, Planner or a similar professional, you will understand how to manage colleagues and be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way.

Homes England, the Housing and Regeneration Agency.

We believe that affordable, quality homes in well-designed places are key to improving people’s lives. How? We form long term partnerships that bridge the gap between the public and private sector to meet local needs and aspirations. We use our influence to champion the creation of sustainable homes, communities and places that are brilliantly designed for the people that live there now and in the future. We use our funding and support to build a more resilient, diverse and innovative housing sector, helping new entrants in the market, encouraging modern methods of construction and design and promoting the utmost attention to building safety.

Together with our partners, we’re accelerating the pace of house building, remediation and regeneration across the country as we seek to deliver ever more affordable homes in places people are proud to call home for generations to come.

Company

Homes England is the new national housing agency, recently launched to play a major role in fixing the housing market and enabling delivery of homes that our country needs.

Homes England brings together land, money, expertise, and planning & compulsory purchase powers, with a clear remit to facilitate delivery of sufficient new homes, where they are most needed, to deliver a sustained improvement in affordability.  We work locally in individual communities to help meet local priorities.

We invest mostly in building new homes, but also in creating employment floor space and other community facilities, in cities, towns and villages across the country. The homes we fund include affordable homes for rent and sale, and homes for rent or sale at market prices. Our investment helps build around half of all new homes built in England each year. It also helps increase local growth by creating jobs and supporting businesses.

We own public land, which we sell to house builders and others. This is one of the ways in which we overcome barriers to development and help increase the speed with which house builders can build new homes.

Homes England is an executive non-departmental public body, sponsored by the Ministry of Housing, Communities & Local Government.

Homes England was launched by the Secretary of State on 11 January 2018. Homes England is the trading name of Homes and Communities Agency. To find out more about what we do please visit: www.gov.uk/government/organisations/homes-England.
