Programme details 

The Valuation Office Agency’s (VOA) returner programme is aimed at chartered surveyors who have spent time away from the profession. 

After completing a comprehensive induction, returners will gradually gain exposure to all aspects of the profession.  

The range of work we do is unrivalled. Typical responsibilities will include managing caseloads, conducting valuations, providing technical advice and representing the VOA at Valuation Tribunal. We also provide the opportunity to work on some high-profile and unusual properties. 

Everyone who joins us will receive bespoke support from their allocated mentor, and some of the most experienced professionals in the industry will be on hand to share their expertise. 

Training and development are key features of the programme. Returners will have the opportunity to attend group coaching sessions on a range of topics, such as IT skills and building resilience. 

Successful applicants will be offered a 6-month contract. We will provide interview support and coaching during the programme so that returners gain the skills and confidence they need to apply for one of our permanent SEO Chartered Surveyor positions. 


We welcome applications from any Chartered Surveyor who has been out of the profession for at least two years. 

All applicants must have previous property valuation experience. You should hold MRICS/FRICS or be IRRV (Hons) qualified in the valuation or real estate pathways. We will also accept applications from those whose RICS membership has lapsed.

Person specification 

We ask for evidence of the following in your application: 

  • the ability to lead, motivate and inspire others to deliver results, including sharing your professional knowledge to help others develop 
  • great communication skills, with the ability to deal with a wide range of customers and stakeholders 
  • strong analytical and judgement skills, shown by interpreting a range of evidence to provide relevant advice 
  • a personal and professional commitment to your ongoing development 

Key dates 

We plan to run two returner cohorts: 

  • cohort one – starting July 2024 
  • cohort two – starting September 2024 

If successful, we will work with you to arrange a suitable start date. 


We anticipate that opportunities will be available in the following locations: 

Birmingham, Bristol, Cambridge, Canary Wharf, Cardiff, Carmarthen, Colchester, Croydon, Durham, Eastbourne, Exeter, Folkestone, Hull, Lancaster, Leeds, Liverpool (Bootle), Manchester, Newcastle, Norwich, Nottingham, Oxford (Abingdon), Plymouth, Preston, Sheffield, Southampton, St. Austell, Stoke, Swansea, Wembley. 

We will make every effort to ensure you are based in your preferred location. However, due to business demand and the location of our surveyors we cannot guarantee that every VOA office listed will be available. 

We will discuss potential locations with you during the selection process. 


The salary for this role is: 

  • £44,768 (national)  
  • £48,765 (London)
