Job Title: Interim Head of Property Services

Location: Berkshire / Hybrid

Contract: 6-months ongoing

Pay: Inside IR35 - £450 to £600 per day

A local authority based in Berkshire is currently recruiting for an Interim Head of Property Services.

Main Responsibilities

  • To be responsible for the Council’s Housing Property Service, ensuring that the service has a strategic focus, consistently meets its business plan and financial objectives and targets and places excellent customer service at the heart of its delivery.
  • To client the delivery of the Housing Reactive Repairs and Planned Maintenance work programme to the Council’s Housing Stock as delivered by Housing Direct Services and Corporate Property Services.
  • In acting as ‘Client’ taking full responsibility for performance monitoring and quality assuring the standard of work as delivered by Housing Direct Services and Corporate Property Services
  • To be responsible for the delivery of planned programmes of work to the Council’s Housing Stock and Adult Social Care portfolio of properties; dealing with all aspects of the service in accordance with council policy, procedures, financial regulations and relevant legislation with a particular focus on Health and Safety.
  • To be responsible for the delivery of the Disabled Facilities work programme including minor and major adaptations to the Housing Stock and minor works programmes as directed by the Private Sector Housing Team, Adult Social Care and Brighter Futures for Children
  • To ensure that the service remains at the forefront of sector innovation and good practice, which in turn leads to an ethos of continuous improvement.
  • To take a strategic overview of the service, developing policy, standards and new initiatives to drive forward and develop the service for future sustainability.
  • To be accountable to tenants, and corporate clients, having detailed mechanisms in place for engagement, decision making and consultation and to ensure their satisfaction is routinely monitored.
  • To provide a comprehensive property design, contract letting and project management service for construction, refurbishment, and planned maintenance of the Council’s housing stock and for other corporate clients.
  • To take a lead role in the development of the Housing Asset Management Strategy and the associated Asset Management Plan.
  • To take a lead role in on-site quality assurance and cost control of the Council’s new build programme
  • To take a lead role in the strategic overview of the housing portfolio of properties and land; identifying opportunities for stock rationalisation and development

 

Qualifications/Experience

  • MRICS or CIOB Chartered Building Surveyor, Registered Architect (desirable)
  • Evidence of continuous professional development
  • Knowledge of up to date relevant legislation and regulatory requirements pertinent to the operation of a Building Maintenance Service
  • Experience at senior management level within the construction sector.
  • Demonstrable management experience of both Professional teams and Trade teams over multiple disciplines covering both Internal and external works providing staff with supervision and direction.
  • Experience of problem solving and prioritising work in a pressurised work environment.
  • Experience of corporate processes in local government.
  • Proven experience of project management.
  • Experience of leading and applying continuous improvement practices to improve service user outcomes
  • Experience of leading and managing change initiatives to support organisation objectives
  • Experience of working effectively within a politically sensitive environment
  • Experience of managing resources and multiple budgets including either a trading account or commercially viable construction operation.
  • Demonstrable knowledge and understanding of legislation relevant to this post e.g. H & S at Work, CDM, Party Wall Act etc.
  • Demonstrate an understanding of the principles of Risk Management
  • Experience of negotiating with Unions and trade operatives.
  • Experience of introducing and implementing policy and procedure.
  • Experience of partnership working.
  • Experience of working in a customer focused role.
  • Experience of working to and delivering on KPI’s
