Interim Head of Property
Location: South East of England
Contract Type: Interim
Role Overview:
An exciting opportunity has arisen for an experienced Interim Head of Property to join a Local Authority in the South East of England. The successful candidate will take a strategic leadership role within the Council's Property Services team, managing the Council's commercial assets and ensuring optimal asset maximisation. You will be responsible for leading a team of surveyors and ensuring the efficient operation of landlord and tenant (L&T) functions, as well as driving the Council's future property transactions and asset management strategy.
Key Responsibilities:
- Leadership and Management: Lead and manage the Council’s Commercial Assets Team, including a team of surveyors, ensuring that all functions are performed to the highest standards.
- Landlord and Tenant Functions: Oversee and ensure the efficient and effective operation of all L&T activities, including lease renewals, rent reviews, and tenant negotiations, ensuring compliance with relevant legislation.
- Asset Maximisation: Develop and implement strategies to maximise the value and income potential of the Council’s commercial assets, identifying opportunities for revenue generation and cost savings.
- Strategic Oversight: Provide a strategic overview and assessment of the Council's current Asset Plan, making recommendations for improvements, future investments, and divestments.
- Transaction Leadership: Take the lead on key property transactions, including acquisitions, disposals, and redevelopments, ensuring that these align with the Council's broader objectives and deliver best value.
- Stakeholder Engagement: Act as the main point of contact for internal and external stakeholders, including senior management, elected members, and external partners, ensuring clear and effective communication.
- Risk Management: Identify and manage risks associated with the Council's property portfolio, implementing mitigation strategies where necessary.
- Compliance and Reporting: Ensure compliance with all statutory requirements and internal policies, and provide regular reports to senior management and elected members on the performance of the Council's property assets.
Qualifications and Experience:
- Proven experience in a senior property management role, preferably within the public sector or a local authority environment.
- Extensive knowledge of commercial property management, including landlord and tenant legislation.
- Strong leadership and team management skills, with experience in managing a team of surveyors or similar professionals.
- Demonstrable experience in asset management and maximisation, with a track record of delivering value through strategic property transactions.
- Excellent communication and stakeholder management skills, with the ability to influence and negotiate at all levels.
- Professional membership of RICS (Royal Institution of Chartered Surveyors) or an equivalent qualification is highly desirable.
Duration:
This is an interim role expected to last for 6 months, with the possibility of extension based on the needs of the Council.
