Job Details
JOB PURPOSE AND WAY OF WORKING:
To assist the Asset Manager (Commercial Buildings) provide a high quality, efficient and effective property management and property advice service to the Council and its clients/customers/partners.
This post allows for a hybrid way of working, combining working in a team office and from home. Other flexible working options are also potentially available.

DUTIES TYPICALLY INCLUDE:
Advice to Committees, Elected Members and Officers
- Provision of information and advice on property-related matters and Council-owned property to:
- Moray Council and its Committees
- Elected Members
- The Chief Executive, Depute Chief Executives, and other senior officers
- Council Services
- The Council’s Partners
- Preparation of written reports with conclusions and recommendations for Committees and Clients.
Management of the Council’s Property Portfolio
- Assisting in the management of the Council’s Property Portfolio.
- Assisting in the review of the Council’s land and property holdings, working to improve property performance and ensuring that the portfolio remains responsive to service needs.
- Assisting with the management of all let properties belonging to the Council (except Council Houses) or leased in by the Council, in order to maximise income, minimise property costs, and achieve the policy objectives of the Council.
- Negotiating terms of lease and conducting rent reviews.
Management of the Council’s Industrial Portfolio
- Managing the Council’s Industrial portfolio, marketing vacant property, setting rental levels, conducting viewings, negotiating leases and rent reviews, enforcing lease conditions, pursuing rent arrears, and fostering good relations with tenants.
- Bringing forward industrial development proposals and undertaking a client role in development projects (instructing and directing technical and other professional colleagues in the Council and external contractors in connection with such projects).
Disposal of Surplus Property
- Marketing surplus property for disposal (by sale or lease) and conducting viewings.
- Acting for the Council in negotiating terms of sale/lease as instructed.
Acquisition of Property
- Assisting in identifying potentially suitable third-party property to meet Council service requirements. Negotiating the acquisition of property by lease or title, by agreement, or with Compulsory Purchase powers.
Valuations
- Valuing all types of heritable property as directed, on both a capital and rental basis. Valuing Council properties for financial reporting purposes, in accordance with the RICS Appraisal and Valuation Manual.
Corporate Activities
- Contributing to special development projects and property reviews as directed by the Asset Manager (Commercial Buildings).
- Assisting in the development of the Corporate Property Management System.
- Carrying out other matters as considered appropriate to execute the responsibilities of the post.
- Undertaking duties and generally acting in the best interests of the Council in accordance with its stated aims.
Service Delivery
- Assisting the Asset Manager (Commercial Buildings) in all aspects of management of the Estates Service, including budgets, staff resourcing, and supervision of support staff.
- Maintaining contact with officials of all Public and Private bodies necessary for the efficient operation of the Estates Service as directed by the Asset Manager (Commercial Buildings).
- Assisting in the development of the Estates Service, striving to continuously improve performance, and achieving the aims of Service and Team Plans.
- Instructing, liaising, and advising external surveying/property consultants undertaking work for the Council.
- Undertaking training, staff development, and appraisal programs, if required, both as a trainer and trainee, and demonstrating a commitment to and evidence of Continuing Professional Development.
- Being responsible for individual performance, as well as team performance, to ensure it meets the required level of output and professional standards, and taking appropriate steps to improve specific areas of performance with the support of the Asset Manager (Commercial Buildings).

For the Graduate Estates Surveyor a Career Grade Scheme will apply.
Grade 7 – postholder has a relevant degree accredited by the Royal Institution of Chartered Surveyors, or other equivalent qualification approved by the RICS.
Grade 8 – postholder successfully completes RICS Assessment of Professional Competence in competencies relevant and postholder becomes a Member of the Royal Institution of Chartered Surveyors.
Grade 9 – postholder gains at least 2 years relevant post qualification experience and demonstrates consistent competency in the main duties of the post. Required to become a RICS Registered Valuer.
