The Welsh Government is seeking to employ a Head of Asset Management to lead the delivery of a comprehensive asset management service for the Economy property portfolio.
In this complex and diverse role, the successful candidate will oversee all aspects of the property management function involving facilities and property management, budget setting, staff leadership and providing oversight on all government business relating to the property portfolio and its performance.
Purpose of post
The successful candidate will be a qualified and highly experienced Chartered Surveyor and will be responsible for the direction and management of the Economy property portfolio to ensure that the performance of assets within the portfolio is maximised in line with Welsh Government policies.
They will be focused on ensuring that legal and statutory obligations are met and will be able to provide specialist knowledge and advice to the Deputy Director Property and the large team that they will oversee on matters including legislation, physical site issues, human impacts and financial/economic issues.
Key responsibilities
- Lead on the procurement and management of the Facilities Management contract, Wales-wide Economic Property Portfolio Facilities Management contract.
- Direct and co-ordinate the day-to-day management of the department’s property portfolio whilst delivering consistent, customer focussed service across the whole of Wales.
- Competently manage the transactions programme including licences, lettings, rent reviews and lease renewals to ensure careful and sensitive property management and promote good tenant relations.
- Be responsible for the setting and achieving of annual budgets, and provide comprehensive reports on expenditure and income as well as staff performance to ensure that departmental targets are reached.
- Lead a skilled team, motivating them to successfully deliver complex projects in a commercial environment whilst managing stakeholder engagement to maximise the positive impact of investments.
- Ensure the effective and secure procurement and operation of information systems within the team, complying with Data Protection regulations to guarantee that personal data is processed legally and accurately.
- Implement a strategic approach to working in partnership to ensure that the property management service complements wider Welsh Government programmes and policies.
- Provide oversight and specialist property management advice to the Deputy Director, Director, Director General, Ministers and the First Minister, where required.
Role-specific information
- Candidates will be expected to be members of the Royal Institution of Chartered Surveyors with appropriate relevant experience for the role.
- The role will involve travel across Wales and on occasions to other parts of the UK with some overnight stays required.
- A full UK driving licence is required.
